I take it you’re being sarcastic, but there is a grain of truth here. The Bowser administration (and, to be fair, its recent predecessors) has really cornered the market in taking good ideas and doing them really badly. Streetcars would be fantastic, but the implementation was so abysmal that there is no real hope of DC getting any further mileage in the near future. Likewise, the bike lanes - good idea, but scattered across the city in apparently random locations not so much. Housing vouchers for the homeless are not a bad idea, but yet the administration screwed the pooch. Hiring cronies and hacks might be good politics for Bowser, but really screwed over the city.

Streetcars are dumb. It takes years to build the infrastructure. When it's finally ready, the community has already found a different solution. How about a bus system that is safe and works? I don't want a bus system that is basically an RV for the unhoused.

The DC Streetcar as it currently exists is dumb. Dumb because it doesn't have a dedicated right-of-way, dumb because the line runs for only a couple of miles, and dumb because it cost so much to build. But a functional streetcar network offers myriad advantages over buses.

She is awful. The DC government career fair was an exercise in exactly what you described. One of my siblings used this strategy to get out of chores as a kid - do them badly enough you don't get asked again.
