There is nothing in this video to suggest that Biden is talking about black people being put in chains. The only black person in the video that I can see is sitting on the dias behind Biden.

I won't dispute that Biden seems to like the taste of his shoe, but "racial viciousness" is so over the top as to be worse than what it is criticizing. Davis makes an apt Republican.

Biden is by far the stupidest vp in history. he started out stupid and now it seems like he may be losing even that minimal capacity . Obama had less presidential qualifications than Sarah Palin as well so you find the country very predictably in bad shape.
