Let's be clear that they have effectively shut it down. They have frozen all funding except for the narrowest of exceptions for humanitarian assistance. That means that all projects overseas are shut down. All the staff from those projects are being laid off because there is no company that has this kind of operating expense or credit line. The agency has not yet paid contractors for their November and December invoices and so they are operating on fumes. Those that have not been laid off from the implementer side have been furloughed. Likewise our local partners around the world, including little civil society organizations , are also starting to close and lay off staff . Within the agency it has been many many more than 100 people. About 700 people in the Humanitarian Bureau were laid off, and about 700 in the Global Health Bureau. On my team alone we have gone from 14 to 3 people. We have been locked out of our offices for 2 days straight with all of us ironically being put on telework after all this hoopla about being in the office. They have locked down our IT systems so we cannot input our time into our timesheets or access our benefits statements. They have also erased all of our data, reports and information off of our portal. And of course they've been demonizing us online and calling us unpatriotic and criminals. Slander. Their goal is to shut us down. If any aspect of usaid survives it will be extremely minimized and under the state department. They are actually destroying our independent agency.
