No. This may just be semantic differences. Someone exceptional is like an Obama. The few exceptional people that I know personally often lack balance though.

High-value, in this context, is just a man who is desirable to women for various reasons as attested by them. It is often about the totality of the package rather than any particular trait. In my case, a combination of good education, stability, commitment to self improvement, being in shape, good relationships and social circles, mindfulness/attentiveness are some of what they've told me. This really shouldn't be like finding a unicorn.
