If Natasha was left $1m, Carrie was left millions (probably ~$5-10m) plus the money from selling the apartment. Which is good, since her income seems unsteady at best. She'd be foolish not to archive her designer wardrobe, which is her most significant asset other than the apartment. Worth at least $100k, and the real true love of her life!

It’s worth nothing.

Even back then when they were new they couldn’t be used as collateral because they were used shoes. The 40K figure was just to show how Carrie had blown her money and had no savings.

Not the cheap crap you wear from Payless, she had designer shoes -- Manolo, Jimmy Choos and such. But the point is if she had $40K worth of SHOES in the early oughts her wardrobe wasn't inexpensive then and she didn't just suddenly start buying Old Navy tops. She has spent a lifetime buying fashionable shoes, handbags, clothes and all of that is likely to be worth way more than $100K.
