A truly clean CR would continue to fund existing things at existing levels. This one has ACA and Medicare funding going away. Thus I would not consider it to be a clean CR. |

That is the same as existing levels, as in 2020 Democrats passed a temporary five year subsidy boost, that goes beyond four times the poverty level. |
