Traveling to Canada via car with nephew but without his parents

Apparently I need the nephew's certified birth certificate and a parental permission letter.

Questions: do both parents needs to sign the parental permission letter? Does it have to be notarized?

OP, I don't know about the notarization, and you may have already visited various sites online to learn about children visiting Canada. But in case, here's some info under "Bringing children into Canada":

I'd go all out, have the parents both sign the letter as Mother of NAME and Father of NAME with their cell numbers underneath and have the letter notarized, can't hurt if it's not required.

P.S. Does he have a passport? That would help. They really can grill you, especially a non-parent. Not to alarm you, just to prepare you!
