Why is ICE only going after the low-hanging fruit?

That may be true, but it hardly inspires confidence and a sense of safety in the general public. Having been the victim of an armed robbery by multiple individuals wearing masks and street clothes, I am not crazy about any LEO dressing like that in public.

Your individual feels aren’t remotely relevant to the standard operating procedures of ICE. As an organization their mission isn’t to provide confidence and a sense of safety in the general public. They find people that are illegally present and deport them.

How do you feel about teens that wear ski masks in the spring and summer?

If they are present illegally then they are deserving of being arrested and deported.

ICE agents wear vests identifying themselves as ICE agents when making raids. When making simple arrests at courthouses they are usually in plain clothes since they know their subject is not armed.
