I am from an extremely corrupt country in Africa and I am honestly ashamed to say the name that's how bad it is lol. We don't have a democratically president and the president and his government do whatever they want. There are actually no way to stop them. I have never known democracy. Do democracies function this way as well?

I don't understand the American constitution and democracy in general so my question may sound stupid. Under the American constitution is the executive branch the most powerful branch? In other words, if the President is democratically elected can they do as they please? I often here about check and balances but when I read the comments here it seems that there are no enforceable mechanisms to stop the executive branch from doing as it pleases. Maybe someone can explain. The US is a thousands times better than my country, but it seems that the constitution gives extremely powerful tools to the president.

Yes, taxpayers made those bailouts but it was approved by the congress.

Congress is supposed to declare war...it hasn't with iran.
Congress is supposed to appropriate funds...that isn't the case here.

So no, it hasn't always been this way.

The executive branch just did and there is nothing stopping the executive branch from doing this again. This is the new way to fund things.

Technically it is a private army funded by a settlement with the US government. The US turns the funds over to a private entity who pays the army. In this settlement the US government gives the money but has no say over how it is spent.
