Where do you live that school is a freebie? Our schools are paid for by every single person that lives in the boundaries of the district. Unless they have a weird landlord that does not make them pay rent, every single household is paying. Good thing too because our district needs the students.

That is not true in our district. Where is that the case?

It is a federal law, and if your district allows students on visitor visa, they are in violation of immigration law.
