Is Cornell guaranteed transfer considered an acceptance?

DC got Cornell guaranteed transfer, went to St Andrews (Scotland) and never transferred. One of DC's friends at St Andrews had the same option, also didn't pursue it.

I know a kid elsewhere who also never transferred. Doesnt seem appealing.

I mean, this is the issue, isn't it? No one outside of grandparents cares where your child got in; they care where your kid is going (and maybe not even that). Post something on your social media accounts when you're doing dropoff.

If your DC ends up transferring, post that dropoff.

In terms of Naviance reporting, ask your guidance counselor. But I wouldn't consider it an acceptance.
