Hamilton is solid and offers a diverse selection of food; appeals to anyone. Owned by the same group as Old Ebbit tho.

This is the right answer. It's close to the White House and is a real power lunch spot. Also has a great bar. (BTW, Woodward Table closed last year.) |

Roses and minibar don't do lunch. Rose's is on Capitol Hill, and minibar is VERY expensive - if the OP is looking for a gift certificate for lunch she may not want to spend $1500 for dinner for 2. I'd go with Joe's or Old Ebbitt. Make sure it doesn't expire. |
