| You are correct that it is possible that Congress could block this legislation if it passes. However, Congress has to actively do so--if they do nothing, legislation goes into effect. It's very unusual for Congress to insert itself in the DC legislative process (although it does happen; but they much prefer to meddle via appropriations bills and restricting how funds can be spent through riders). And even if both chambers vote affirmatively to strike down legislation, the President has to sign off on it as well. |

incorrect. All DC residents are eligible. If you work in MD or VA, you pay the tax yourself, rather than your employer. |
