Definitely some form of spandex. Cheer shorts, volleyball shorts ... different name, same concept. But wearing a skirt without a type of spandex underneath is just bad news.

We bought our DD extra spanx for cheer leading and she wears them under short skirts and dresses.

Really, you guys are way overthinking this.

Girls with short skirts have to be aware not to moon people when walking up the stairs, sitting down, and walking over air vents. They can wear regular panties to do that.
If they can't do that, then they don't get to wear short skirts.

The logic that you need special underwear so that you can wear even shorter skirts is completely backwards.
