Why point fingers at the local friend? The local friend isn't at fault in this situation. The issue lies with the out of state friend. They failed to inform OP about their visit. It's likely they mentioned it to the local friend since they met up. It wasn't the local friend's duty to notify OP about the out of state friend's schedule. Perhaps the out of state friend preferred to keep their visit a secret from OP. If they intended to meet with OP, it was up to them to reach out and set that up.

I would be very upset but am on the fence on whether or not I would have the right to be.

I have been in your situation and I get it - - feeling left out sucks.
