Politicians want the casino for tax receipts.

The challenge is that the casino market is now saturated. In general, casinos are no longer a good business. Chicago approved one - a Bally’s operation - and it is already running into financial problems before it is built. When you take into account the externalities with gambling - something politicians rarely do - casinos just don’t make economic sense.
