We really enjoyed Costa Rica with teens...ziplining in Monteverde, white water rafting in Arenal and surfing lessons on the beach. Unfortunately, it was a fair bit of driving so I know that doesn't meet your criteria. But flights are SO quick from DC and affordable.

Alternatively, we've traveled a fair bit to Europe with our teens (Ireland was amazing - but too much driving), Italy was a true winner - no car needed with trains, but likely over budget.

We've discussed Iceland next - but that's definitely a car rental and super pricey.

After all this brainstorming - to meet your requirements including budget and no driving - I think I'd pick a major city in Europe like Paris or London for a week. If you need 2-rooms (we did in Europe), it'll be cutting it close on the budget. So much to explore! Enjoy.

That is a very specific budget.

$11k is oddly specific.

Budgeting actually means that you will have a specific amount; so for travel, maybe it's as much as they can afford after funding other priorities.

This is a wild suggestion unless they’re *really* into the Amish. DW would stop being fun by like age 7-8!

This vacation goes to $11k.

OP - choose where you want to go and then folks can give you suggestions to stay within your budget. Your request is a bit too open ended. You can basically roadtrip anywhere and have a great vacation with that budget.

Definitely London--- we did London and Amsterdam. Saw a game at Wembley Stadium (not sure if games are going on in June but cool experience for sure!)---speed boat ride on the Thames River, saw The Play that Goes Wrong, Churchill War Rooms was a museum they loved (for non-museum loving kids)--- in Amsterdam did a canal cruise, Ann Frank House, biked in main park.... it was awesome!

$11k for 4 isn’t going to go far for Japan. Flights alone will eat up most of it. Europe, though, you could do for a week.

Came here to say this.

Agree with the previous poster who recommended San Diego. Maybe split the week and do San Diego & LA.

Mexico is also a great option. We have enjoyed Tulum because there are so many day trip options.

San Diego/LA is great with teens but you’d need a car. I think you could come in under budget too. We did a week as a family of 3 with Disney for $6K

Barcelona, Amsterdam, biking in Tuscany

I agree with the London/Paris poster. Especially if you can get to a soccer game. My sister's family did this and the kids loved it!
