Yes, because it takes one minute for everyone to submit/approve time cards and issue pay.


We don't need to: they just need to be funded briefly so that an excepted employee (working unpaid, sorry) can process the time and cut the checks for the past two weeks. You do not have to personally validate your timecard if you are out, there is a timekeeper who can do that if necessary. That's how really ill people on sick leave get their timecards done.

I actually love PP's idea, it would show good faith.

+2 If the Republicans were serious about passing a CR and negotiating the ACA subsidies later, then they would start negotiating at least by Nov 1st.
