Sometimes I mow my lawn around 7:30-8. My equipment is quiet.

OP, this is a short phase of life. You must have little kids. In the blink of an eye, you will have tweens and teens and you will be out until 8 or 9 pm on school nights at soccer/swimming/wrestling/dance/play practice or whatever thing your kids are into. You will be squeezing in the activities of daily life around your longer parenting days. Your kids will bother the neighbors by bouncing basketballs in your driveway after dinner when the toddlers next door are trying to go to bed. Someday, you will be the old lady annoyed during spring break that all the kids are at the park in the middle of the day when you walk with your friend. People are annoyed with you right now when you let your kids slowly put items on the belt at the grocery store and it takes forever.

Life has seasons. All of them are annoying to people not in that season.

Who the heck is even mowing their lawns at all right now?

I haven't had to mow in almost a month. My grass has been dormant for weeks because of this drought.

People who are mowing in week 6 of a drought must be wasting phenomenal amounts of water.

Check noise ordinance in your area. Weekday and weekend times vary.
