It's not just a red state thing. In New York, every district's school budget is put in front of voters to approve. Sometimes they fail and the district goes to austerity measures until they can get a budget passed.

Yep. The district in MD is the county (or City of Baltimore), not the town or pyramid, as in some states. That is where equal protection would apply, and differential budget paradigms would tend to violate that. This does not apply to differential funding for individual schools based on established criteria (e.g., Title I) determined not to violate equal protections in the first place.

If direct voter approval of the overall MCPS budget is sought, a ballot initiative to institute such would be the way to go. One might need to advocate for a change to MD law to allow that, as well, as MCPS is a local authority under MSDE.

Have you heard of PTAs and Boosters? Schools in wealthy areas already have sorted how to funnel as much money as possible back to their wealthy schools. High Schools have Boosters to raise money for athletic and other extracurricular needs and they can raise lots of money. PTAs can do the same. Now…. your school in a less wealthy area cannot raise money this way nor could these areas pay a levy. The point (not always well done) of a large area like MCPS is to offer a quality public education even in less well off areas of the county. Levy’s defeat that point. I am not saying MCPS does not need to do a better job getting money to the right places but that a levy will not fix MCPS. I would like to see more public/private partnerships to pull money into MCPS and in that case yes parents in the area of the school with the need should be able to take the lead in looking for how to get private funds to their public school.

New York is a red upstate New York City which is a single district that is bigger than most whole blue states
