I think the Twinkles are a gimmick to make women feel like they're not shaving their face, it's some kind of special beauty tool. They absolutely suck as a razor and I'd only even consider them around the eyebrows because of their size. I'm a Scandinavian blond who shaves every 2 weeks or so for better makeup application and I go straight for a fresh men's mach-whatever and some slippery face wash. 30 seconds and done.

You use it differently than a razor. You pull the skin taut and you get it close enough that it exfoliates, too. I find it a lot easier than shaving.
