If the congress actually did its job, then you would have a valid complaint, but since the GOP running the house since 2010 or so doesn't do anything but obstruct, they have ceded more power to the Executive Branch.

DP. Trump’s EOs made sense. Some of them actually helped secure our border, imagine! Biden could even issue an EO to do the same thing. But nah - let’s go with legalizing pot instead! That just sums up his constituents in a nutshell.
