Be careful. If you talk about moving your mom and not supporting your sister your mom could very well give your sister the funds she has that are needed for her own care. You need to strategize.

Update (OP here). My sister found a little villa to move to and is thrilled!! She's decided to start Social Security early and by doing that and still working, it's very nice and more than affordable. She's very happy to have Mom move here. Hopefully, the doctor will allow her to fly.

Another question: If someone is wheelchair bound, will the airlines let you fly or must you transfer to a seat?

You have to transfer to a seat. Someone will have to lift her out of the chair and into the seat - then when you land - transfer from seat to chair.
