That all sounds very strange. Has an outside source verified that OSSE was really notified?

OP here. The school reported to OSSE and CPS. The school conducted interviews and sent information to them. OSSE and CPS then determined there was "no evidence" and ended the investigation - without ever doing direct interviews.
Then, the day the teacher was supposed to return, OSSE decided to reopen the investigation, and FINALLY started interviews directly with the subjects.
I don't trust whatever information the school gave OSSE.

Preschool Director here- I can tell you (based off your info) the school lied about reporting to CPS...CPS would never end an investigation like that without speaking with the teacher involved (and potentially the student) first. I suggest you look elsewhere, it doesn't sound like they're handling it properly. Or, whoever you're getting your info from is wrong/doesn't know what they're talking about.

OP here. I would be shocked if the school didn't actually report to CPS... I think what is more likely is that they scrubbed the information/reports, tried to build in uncertainty/confusion, and so when OSSE reviewed, it was a simple "no evidence found," no need for interviews or further investigation.

I really have no idea what caused OSSE to reopen the investigation the day the teacher was supposed to return, but my guess is that another parent called and explained things in a more candid manner.

I don't feel comfortable naming the school especially since an investigation is occuring. And I am sharing this information partly as a cautionary tale, so other parents can be sure to think through what to do in certain situations and ask questions.

That’s not better. If I suspected my childcare provider was hiding abuse from authorities we would be out of there.

I'm not naming it. Part of the reason why I won't name it is because I want to encourage parents to ask questions about policies and procedures about things like this at any school they're in or considering.

Also, I was told that there is limited information that should be shared during an active investigation. When the latest investigation is closed and I trust the outcome I may feel comfortable sharing more details.
