+1 I have this with a Pottery Barn wool rug that has never been wet. It doesn't smell, though, and is only visible if you lift up the rug |

Looks like one of the pp's was right. It is glue and latex disintegrating.

Ok here. Mine was also under the rug when we lifted it but there was a chemical smell though. It looks like what is in the link I shared above but the entire area under the rug had it. I thought it might be driveway asphalt or something like that |
| Damn with my phone and autocorrect. Op not ok |
Latex breaks down in the presence of ozone and their is a fair amount present in urban areas. |

I found another link showing exactly what I found under the rug.

Do I try to pry out the cloth part on the back and then beat the crap out of it? Or is it a lost cause? Rug is just 2 years old but if it is toxic I will just have to throw it out. Don't know if glue powder is toxic |
| My brand new safavieh rugs produced a white powder immediately. They are wool. No backing on them. Had for several years now. Still coming out, just less of it. |
| It is mouse dandruff. Wash the rug in Head & Shoulders shampoo. |
Ha ha ha. |
