This isn't really climate change. This is due to the hubris of thinking that we could conquer nature and build huge cities and conduct industrial agriculture in an ecosystem that could not sustain it long-term. And yes, these areas have suffered from periodic and severe droughts for thousands of years. It was never a good idea to settle there.

We moved to AZ a few years ago. People are not fleeing en masse. Quite the opposite is happening. They can't build houses fast enough. Yes, if you move to a far out suburb with no established water supply you may be SOL (Rio Verde Foothills https://www.washingtonpost.com/climate-environment/2023/01/16/rio-verde-foothills-water-scottsdale-arizona/) but residential water is not the crisis you're trying to make it out to be.

I know some people in Florida who had their homes flooded, but they stayed because the government keeps them believing can beat the climate change with taxpayer money.
