Depending on the dress, sometimes I wear leggings under chunky sweater dresses. |
Funerals. I go to a lot of funerals. The transparent or sheer black come out for that. |

I did a rotation to a congressional office 5 years ago. Pantyhose was a requirement if I wore dresses or skirts. |
| Opaque tights are fine for business casual dresses/skirts. But if you are in a suit/sheath dress/blazer for some other more formal business attire then sheer hose is more appropriate |
| I was a Fed for more than ten years and regularly appeared in federal court, which is one of the more, if not most, conservative work settings. I regularly wore opaque tights (black or gray) with either my suits or sheath + blazer combos and no one blinked an eye. My office itself was even more casual. FWIW, I never saw anyone wearing pantyhose or sheer hose, with the occasional exception of candidates who were interviewing. |

| I am a fed and I don't wear skirts or dresses very often. If I do, I am wearing them with opaque tights and knee-high boots. The only time I have worn transparent hose is with a very conservative suit while I was taking a case to trial and appearing before a judge in his late sixties/seventies. |
