what does "rising" first grader mean?

The why don't you just call him/her a kindergartner? |

The term is usually only used in the context of summer camps and activities. So, by that time, the kids have completed kindergarten. |

Incoming 1st grader.
Usually you only here this in the summer... ie when the child is in between grades. |
