The term is usually only used in the context of summer camps and activities. So, by that time, the kids have completed kindergarten.

Incoming 1st grader.

Usually you only here this in the summer... ie when the child is in between grades.

I'm the author of the rising first grader post...what it means is that by the time we move, DD will be in between K and 1st grade.
