Fairfax or Arlington for Gifted Services

Which is better and why? Thanks in advance.

Depends on your child. If your child is profoundly gifted, Fairfax may be better due to the Centers, but it won't be everything your child needs, either. But it will certainly be better than Arlington which has nothing similar. If your child is moderately gifted, both Fairfax and Arlington will work as services are provided at every neighborhood school. If your child is highly gifted, Fairfax is likely better if your child needs to be around intellectual peers due to the Centers.

If your child is twice exceptional (2e) and highly gifted, it's probably better to be in Fairfax as the Center teachers have more experience working with 2e kids. But even that is not a guarantee of everything being great for your child. If your child is 2e and moderately gifted, both systems would likely be similar.
