I agree in theory but as a practical matter, most people have kids "the old fashioned way" and the only ways to prevent them from having them from becoming parents would be draconian at best (forced sterilization? taking people's babies away? there's no reasonable way to screen people for parents in a free society). But adopting a dog requires some level of administrative activity in most situations, and it would be fairly easy to legally mandate a screening the same way we do for getting a car. And it has the same reasoning -- the goal is to ensure people understand baseline safety for handling a dog so as to keep other people and dogs safe. |

They do need to be licensed in most places. The goal is to make rescue dogs easy to adopt not hard.
I would fully support better licensing and checking of all breeders. The laws need to be changed though so its illegal to keep dogs in crates 24-7 ship puppies from point A to B etc. |
It doesn't require you take a test to demonstrate basic knowledge (and agreement to) laws and standards for handling dogs. I would LOVE if the people in my neighborhood had to take a short quiz before adopting a dog to understand where dogs are allowed and not allowed, when dogs have to be leashed, what leashes are appropriate, and then agree to take their dog to a training school until the dog knows not to jump on, bark at, lick, or sniff strangers on the street. I really like dogs but there are a lot of crappy owners around and their ill behaved dogs make it bad for everyone, including other dogs. |

It's a shame when people compare children to dogs in any way. But let's imagine that it's a fair question. Did you ever stop to think that if your parents would have had to be licensed to have a child that you yourself might not be here? |

Smart answer. But having to have a license before having a child might have affected you in someway. Who's to say that you would be approved to have a child. |
