Report Card: Participation and Assignment Completion "C" Grades

I am trying to understand the P* and AC* categories for my MS kid's report card. For MP1 and MP2, they are mostly blank, but for two classes they have been marked as "C."

Do these Cs correspond to "C" for academic evaluation (acceptable level of performance)? Are they linked to the learning skills grades "Consistently?"

C is for Consistently

C is for "confusing" new report card format. If you don't look at the second page where it explains the learning skills categories, it looks like your kid has a bunch of Cs.

These new report cards are so weird. Why did they add in the skills categories? Most of them are left blank by the teacher.
