If I can't "connect to the server" when I try to access dcum, does that mean I'm banned?

It mostly likely means that your IP address has been blocked. In most cases, this will only last 24 hours so you could just wait it out. If you believe that the block is in error, you can follow the instructions here:

That's not true for the Website Feedback forum. A lot of people will post "am I blocked?" and Jeff confirms they are

We have never been able to understand what this error means. I think it might be caused by attempting to create an account using a username that already exists but is in a different case. For instance, trying to use DCUMuser when dcumuser exists. But that is just a guess on my part.
