what does this mean??

So, I found a job on Indeed that I want to apply. Went to company's website and found the position. The announcement has the following statement:

The jobs listed are examples of the typical kinds of positions that (Company) may hire for when openings exist.
The listing does not mean that any positions are currently open or available at (Company).

WTH does this mean? If there is no opening, why announce it?

It may be contractor jobs and they interview and then find you a position.

They are posting non existent/fake job(s). They are probably scanning potential talent, as well as seeing what the current talent pool looks like.

It's quite depressing for those who have to work at a pay-check type job for sure.
It's getting worse also with all the overseas outsourcing, the insane amounts of immigration, and AI taking over so many jobs.
