COSA and the Regional magnets

Do you think this would be possible in the Regional magnet models - If you live in a region which does not offer a program your kid is interested in, can that be stated as a hardship and can you apply for a COSA? Or what about commute? If one school in another region is closer to where you live and offers the same program as your region, if you get selected for the criteria based program, can you ask for a COSA?
