United and Delta each gave $1 million to the transition fund. All 3 major airlines also made public pleas next to Admin staff and Cabinet secretaries. asking Democrats to end the shutdown and pass a "clean CR".

The proposed rule had nothing to do with maintenance. It would have only applied when there were delays because of issues under the airlines control. The EU, Canada and the UK have similar delay compensation rules that this was going to model, and they don't have any more maintenance/safety issues than the US does.

That sounds like BS. Airlines cut costs as much as possible as is. If they do scrimp on maintenance they need to be fined for that.
