I removed your post because I was confused by it. Your subject line says the Guard is being deployed to DC for training. But I don't believe that is the case. Guard units from a number of states have been deployed to DC to play a role in public safety. For the most part, some stand around a few visible areas while others pick up garbage and do landscaping. There are no training exercises.

If you check the Metropolitan DC Politics forum, there are a number of threads about the National Guard being deployed to DC.
