Town of Kensington has lots of small town charm (annual Labor Day parade/festival, July 4th bike parade, family movie nights in the park, etc.) with easy access to DC.

But they get bussed to North Bethesda for high school

They are not towns.

I really have no experience with down county. I can tell you that I grew up in and still live in the East Village part of Montgomery Village and I love it. Lots of play areas and spaces, walking trails. It's plenty safe despite all the negative feelings about Montgomery Village. The elementary school, Goshen is a solid school and Gaithersburg HS has amazing teachers and programs. The only downside is the MS option which is Forest Oak which isn't the greatest MS option in the area.

Yep - Westbrook is terrific for young families. Couldn't ask for a better neighborhood.

Nope. Op these places are not for you if your current list is Chevy Chase, Bethesda and Kensington. Do not consider Gaithersburg HS. It has fallen far but was never really a gem to be honest. Goshen looks like a 5/10 on great schools - also not for you.

I'd highly recommend Chevy Chase elementary but I do think it has had a crowding problem recently.

OP asked about places where most kids attend "the local public school". The local public school in Kensington is Einstein, but kids in ToK get bussed to Walter Johnson.

CCES is not overcrowded. But it's only 3-5. The K-2 school is Rosemary Hills. And if OP seeks to have her kids walk to school, that would only be possible for half of ES.
