Basically all the clubs put out their rules saying players will play on age but there will be exceptions based on skills and team need (grade not much of a factor).

You literally have zero idea what you are talking about. Come back to this forum when your kid is in the window. Go do a basic google search on what to put in your email to coaches (hint- graduation year is in there). There is a rhythm to college recruiting--and its anchored by your graduation year. Yes, grad year matters. Things are becoming a lot easier for college coaches next year.

Young Aug birthdays can be a grade up in school but because of how the SY 8/1-7/31 eligibility window works players in some school districts can play on a grade down team.

Doing this kills their chances at being recruited. Any player serious about playing in college will play with their correct grade team (not down).
