Special program in local HS and location constraint

Anonymous
Assume a kid is attending a special program in local high school and the kid has to move to another city. The local high school is no longer a local high school based on the new home location. Will the kid be allowed to continue the special program in the old local high school or the kid has to switch to new local high school and look for any available programs in the new local HS?

I would think the student should be allowed to file a COSA to stay at the original school to complete the program they had started.

From MCPS COSA website, it seems that freshman/sophomore kid will be allowed to stay in the old HS only for the current school year, not for the remaining HS years. Is this correct?

+1. Although bus transportation may not be provided.

You don’t technically re-enroll every year. You just resubmit an emergency contact form, and I don’t think there are consequences for not doing so. So it’s not clear the school would know that you had moved.

It depends on the school and situation. You can apply for a cosa but you provide transportation. If you are true homeless sometimes they will provide transportation. Do you have to move?

It depends on the program, you should call and ask.

My kid was bused to a different high school to attend a special program, because there are only two, one for upcounty, one for downcounty. If we had moved to the other catchment area, I'm not sure what would have happened, but he would still have been eligible to attend one of them.

I got an address verification letter each year DS was at Blair. At the time, we were renters and I had to bring in a lease.

Did you have one year leases? As a homeowner, I’ve never been asked to do that. I’ve had kids at a local school and in a magnet program.

My kid was in a special program and we were never asked this Does MCPS just harass renters?

They can probably verify home ownership via online, but they can't as easily with renters.

Yes, but every year? Call up Central Office and tell them that this is harassment.

This. The program wouldn’t change but they might have to switch to that same program at a closer school.

Their IEP placement is a specific program, so that would remain the same. If there is a different location of the same program, they might move your child to that location. Depending on location and enrollment, they might let you stay even if there's a closer program.

Which program? There is a lot of variation in how many locations each program has. There are many more LFI programs that ESESES, for example.
