COSAs at overcrowded schools

So MCPS announced last month that schools that are more than 10% over capacity will no longer be accepting COSA applications.

I get the idea here, but my question is what if your assigned school is even more overcrowded, percentage-wise, than your desired school? Wouldn’t it make sense for MCPS to allow some movement to balance out the enrollments?

We are wanting a COSA for sibling reasons but regardless of the reason it seems like maybe some flexibility is needed.

Any insights as to how this will be implemented?

Did anyone hear that Ashburton families are now being offered a COSA to wyngate or Luxmanor for this school year? How can this be dealt with so last minute when classes are likely set and teachers already hired?
