So how do you interpret this?

The Juvenile Curfew Emergency Amendment Act of 2025 took effect on July 7, 2025. An 11:00 p.m. curfew is now in effect citywide every night for all persons age 17 and under though August 31, 2025.

The Juvenile Curfew Emergency Amendment Act of 2025 states that persons age 17 or younger cannot remain in any public place or on the premises of any establishment within the District of Columbia during curfew hours, unless they are involved in certain exempted activities

My DD says 17 years and one day means the curfew does not apply. I interpret it to mean if you are 18 the curfew does not apply. If you are 17 years and 11 months the curfew applies. What do you say?

Teach your child that 17 and one day means she is still 17 years old and needs to go home at 11.

Ridiculous. A 14 year old out in DC at midnight is a sign of parental failure and neglect. The solution is charges and fines for the parents - both of them, particularly the absentee if relevant.
