The $6 bn is from an internal memo prepared for Rubio. It costs money to have an “orderly shutdown”. USAID was not orderly but the costs are still there and admin is bringing some people back to finish the job - respond to legal challenges, pay for RIFs, deal with contracts. Republicans are so damn stupid. These costs were completely obvious to anyone who knows anything about government.
