Swim lessons- how many retakes are typical?

My 6 year old is level 3 (not sure how universal the levels are but it requires 25 yards freestyle to pass) and my 8 year old is level 4 (50 yards freestyle to pass). How many re-takes are typical for city swim lessons that are 8 sessions? (2 weeks straight of lessons).
They didn't pass this time, which I was expecting, they passed 4/7 skills. Should I sign them up for a week long M-F session they have in August, or will we be ok waiting until early next summer to take lessons? We do have a pool to practice in at our apartment complex. Money is a bit of a concern, though overall the lessons are less than a private place so I'll pay if needed.

More pool time in close succession tends to work best with littles. I'd re-enroll them - and then try to join a summer team or something like it next summer.

no worries on what is typical. Spend lots of time in the water and have fun.
