It would depend on the person I was proposing to. What they like best. And where I planned to do the proposing.
I think Paris and Venice are very picturesque. But I wouldn't like a gondola proposal. |

What does she like?
If she loves to read, research gorgeous libraries in Europe. If she loves wine, a vineyard proposal might be nice. If she loves art, choose a specific museum. |

A friend's BF recently did an spontaneous unplanned proposal while they were on a trip to Hallstatt in Austria. He said it just felt right. He picked a random inexpensive ring from a tourist shop. She loved the surprise. They'll buy the real ring together once they are back home. |
My boyfriend proposed in Paris, at the zoo. It was nice because we're both in biology and I love animals. We're also French and were living in Paris at the time, so it made sense - there was an actual residential connection. Unless you can find a specific place that's meaningful for her, I'm not sure that tourist proposals are the best idea.

I think as a test of whether the marriage will last you need to pick some depressing, Eastern European town. Go in winter when it's gray and most depressing.
