Russian Manicure Recommendations in Va or Md

I would like to try a Russian manicure. Can anybody recommend any salons and specific manicurists in VA or MD?

When I lived in Moscow, I got many manicures. There was nothing special or different about them.

I don't understand how thick some of y'alls cuticles could even be that cuticle oil and a cuticle stick can't push them down.

I love them. No water, no soaking. They clean up your cuticles and nail beds using the buffing tool. It doesn't hurt and I've never found it aggressive.

I like Beauty Spot by Elena. She's moving in June to Pike and Rose. Karina Beauty is also good but just not as friendly. Both are in Rockville.
