How is MoCo Volleyball Club (Specifically for U14/15)

Did a few summer clinics with them. First year on the second court (not quite useful), the second year (after one year of experience in a different club) on the top court (more useful). The most expensive clinics you can find around.

We really liked coach Paul during the pre-tryout clinics.

We tried out with them last November and they kept my DD on the bottom court for 3 hours with little chance to demonstrate any skills (most of the players had little experience beyond rec). They could have moved her on a higher court for 10 minutes to (at least) pretend that they were curious what she was capable of. They didn't even pretend they were interested. Later on we learned that they rostered a player who couldn't even make the tryouts due to an injury. That experience taught us to avoid Moco. We won't be spending any more money on their clinics or tryouts.

Our DD did 2 yrs on MOCO (one in an age group you asked about OP). We did the 2nd year with some reservations leftover from the 1st year experience, and then that 2nd year was worse than 1st year, so we were out after that, didn't even try out. Problems were: very inconsistent coaching (some very decent coaches to some awful ones); poor club communication with parents when we had questions; and on one team a coach that fostered a very toxic environment with the team. We've been lucky to get DD on other teams we like so much more, so that just reinforced how much we steer clear of MOCO.

Will MoCo have a 17s team this year?

I am surprised that MOCO didn't have a 17s team this year - this might be partly related to coach Amy taking the top 16s team to Academy during the previous season. MOCO had two 16s teams, so I would think that they would get at least one 17s team going next season. But it will depend on what happens at the tryouts (who shows up and how many players accept offers). The interest in club volleyball goes down at 17 and drops even more significantly at 18. Some clubs put together an 18 team by combining a handful of 18s with a handful of 17s who play up. This might have been the case with MOCO last year (but I can't tell for sure).

Coach Paul moved up to 18s to Coach his daughters. Not sure if there wasn’t enough player interest or a coach shortage.

I think it was an insufficient number of players for an 18s team which is not uncommon for mid-tier clubs. A lot of girls who aren't planning to play in college will decide not to play club their senior year of HS. Because Coach Paul's older daughter was an 18, they combined the 17s and 18s.
