How would this be handled in Virginia?

So my elderly mother was stopped by a police man because she was driving a car with expired safety and emissions inspection and the registration wasn't renewed. The car belongs to my dad in Virginia. She was stopped in Virginia. So my dad is not even here but the officer ordered it towed and she can't drive the car anymore. My mom has a clean driving record of 40 years. I can get it looked at and fixed but since it can only be towed then what could I do? Would it be easier if my dad passed the title on to my mother or to me so I could get an extension to get the emissions and safety updated? I believe it's 30 days that they give you after you get a new car that is gifted. I guess my mother couldn't get that waiver if the title was passed on to her name, correct?? I tried to reach a police officer but there wasn't any available when I called.

I also tried to call the general district Court but I was talking to underqualified people. Maybe someone here has something similar that happened to them?

If your dad gives permission you should be able to drive the car. At least from an insurance standpoint. Your dad is the only one on the title? The expired inspection and registration seem to be the issue. Have the vehicle towed to your shop and have the emission/inspection done. This will trigger the registration with DMV.
