iPhone calls going straight to voicemail

Certain iPhone incoming calls go straight to voicemail. I can’t figure out what setting to adjust. It seems like a lot of the calls that this happens with are from healthcare providers. I have a critically ill spouse hospitalized so I keep missing important calls. Any idea how to fix this?

Sounds like you have unknown callers blocked. Sends them all to vm until the number is saved as a contact.

This is probably correct. You can find the setting at: Settings > Apps > Phone > Silence Unknown Callers

My settings were correct but my DH share the AppleID so our call history shows up in both phones. I had to change the setting in both our phones to fix this problem.
