Does anyone know if there is data on who will be paying these fees?

Locals living in Manhattan, locals living elsewhere in NYC, elsewhere in New York, New Jersey, ride share drivers,solo (food) delivery people, bigger shipping companies (Amazon)?

I can believe that a large number of people totally unaffected by the congestion fees will hear about them and declare it one more reason to hate on the anti-car (anti-normal person, anti-American) Democrats.
It will be off the radar in a couple of months.

The "issue" will fade into the background and everyone will be fine with it once it is no longer "news".
