Key takeaway - They need a modern Contracts management system, process, and better Audit/Control process. They should look for a better General Counsel or attorneys than who helped with the EV Bus contract. They need better internal training and compliance procedures.

Based on the Financial Mgmt committee meeting they are putting into place a better Contract Mgmt system. It's supposed to be in testing soon. Don't know when it will come online because they need better Project/Program management.

And stop negotiating with Highland Electric on overpayments. Get back $1.5 mil now.

These are things McKnight and Hull pushed through, and they're gone.

A) This was the county council not the BOE, B) With regards to the buses, the final mismanagement was more about not enforcing getting money returned to MCPS for failure to meet contract terms, C) None of what was talked about today needs consequences beyond people getting systems and processes in place ASAP to ensure the same things don’t happen again. That and ensuring that people in certain roles actual have some understanding of budgets and contracts.

Hull and McKnight did not act in a vaccuum. Many people who were involved both deals are definitely still in the system. They should be held accountable.
